Use the California requirement for the crew plan
California Title 8 §1526 requires at least one separate toilet facility for each 20 employees, or part of 20, of each sex. For example, 12 men and 8 women gives a baseline of 2 facilities, not 1. Where there are fewer than 5 employees, 1 single-user all-gender facility is sufficient. The regulation also sets conditions for counting all-gender single-user facilities.
