Start with people, then add context
Count everyone expected to use the facilities, including staff. Include event length, peak attendance, and food or alcohol service. The simple ratio is only a starting estimate; those details require a separate capacity review.
Existing bathrooms change the conversation
List the permanent bathrooms that guests can actually use. Check whether they will be open throughout the event and whether their access and capacity suit the gathering. Ask for a revised portable-restroom recommendation instead of subtracting bathrooms from the estimate yourself.
Plan handwashing and accessibility separately
The toilet count is only one part of the plan. Include handwashing, accessible units, the approach to each cluster, and the placement of queues. A toilet-and-urinal combination should not automatically be counted as two independent private restrooms.
